Can carbon removal scale credibly? The 2026 debate
Paris-compatible scenarios need carbon dioxide removal at gigatonne scale, but novel methods removed only about 2 million tonnes in 2025, and measurement, permanence and a one-buyer market raise doubts about how fast that gap can close.[1][2][3][4] Optimists point to 40% annual growth and falling costs; skeptics to tiny verified tonnages and fragile demand.[5][6][7]
The question
Carbon dioxide removal (CDR) is needed in every scenario that reaches net zero and halts warming, but the methods meant to provide durable removal are still tiny.[1][5] The debate in 2026 is whether they can grow fast enough, and honestly enough, to matter.
All scenarios that reach net zero and halt warming deploy CDR at gigatonne scale, with emissions cuts providing at least 80% of the effort.[1] Total removal is about 2.2 billion tonnes of CO2 a year, 99.9% of it from forests and soils; novel methods removed about 2.0 million tonnes in 2025, up from 1.4 million in 2023.[5][2] In the assessed scenarios novel CDR grows fivefold between 2030 and 2035 and exceeds 3.5 billion tonnes a year by 2050.[8] Country pledges fall short of the highest-ambition scenarios by 0.3 billion tonnes a year in 2030, widening to 5.2 billion in 2050.[9]
Evidence of growth
Novel removal is growing about 40% a year.[5] Contracted novel CDR reached 30.2 million tonnes in 2025, almost four times 2024, led by BECCS.[10] Climeworks reported in September 2026 that upgrades had more than doubled capture in its upgraded Mammoth containers and cut operating costs per tonne by over half, with net removal up from 119 to 675 tonnes in the first half of the year.[6][11] Frontier added $915 million in commitments in June 2026.[12] Sweden approved just over SEK 20 billion in support for the Beccs Stockholm plant.[13]
Evidence of credibility gaps
Most novel credits contracted so far are ex ante, meaning the removal will happen in the future.[10] Verifiable enhanced weathering removals were about 0.0038 million tonnes in 2025 under a stricter counting method.[14] The State of CDR report lists open problems in sustainable biomass sourcing, permanence of storage, measurement of enhanced weathering and ocean alkalinity enhancement, and lifecycle emissions of direct air capture.[3] One whole-system estimate found net emissions for a bioethanol BECCS facility once co-products were counted.[15] ADM’s Decatur facility paused injections for almost a year after fluid migration in its reservoir.[16] Storage-duration rules vary: the most common threshold among standards is 100 years, while the EU defines permanent removal as storage for “several centuries”.[17] The largest planned direct air capture plant, STRATOS, was delayed again in May 2026.[18]
Evidence on demand
Microsoft accounted for 78.5% of disclosed durable removal tonnes purchased as of April 2026, and was reported that month to be pausing new purchases; it said it may “adjust the pace or volume” of procurement.[19][20] The State of CDR report says expectations of demand have become fragile, that compliance-market prices are low relative to costs, and that US policy dismantling and volatility are undermining credibility.[7][21] Operational MRV for CDR under the Paris Agreement’s Article 6.4 mechanism is still incomplete.[22]
The pause was not a full stop: Microsoft signed a 650,000-tonne deal with biogas capture firm BioCirc in May 2026, weeks after the reports.[23] Frontier added $915 million of commitments in June 2026. It said it would focus on fewer companies and require a clear line of sight to long-term compliance or government demand for every deal.[12][24] Frontier also reports that its portfolio companies delivered about 23,000 tonnes in 2025, a small fraction of what its buyers have contracted.[25]
Reading the evidence
The growth numbers and the credibility numbers describe the same market from two ends. Contracts have grown quickly, but contracts are promises; delivered and verified tonnes remain orders of magnitude smaller. The methods with the largest contracted volumes (BECCS, biochar) are those with the most established measurement, while the methods with the largest theoretical potential (enhanced weathering, ocean alkalinity) are the hardest to verify. That suggests near-term growth will lean on biomass-based methods, which face hard limits on sustainable feedstock.[26][27]
The demand view and the integrity view are not opposites. Buyers paying high prices want confidence that tonnes are real, and weak measurement makes it harder to bring in regulated, compliance-based demand.[7][22]
Over the next year, the clearest signals will be whether STRATOS starts operating, whether Climeworks’ upgrades spread across Mammoth, and whether Microsoft resumes large purchases.[28] If none of these happen, 2026 contracted volume is likely to fall well below 2025’s. The IPCC’s 2027 methodology report on CDR could shape how countries count removals, but its effect on markets is uncertain.[29]

Country pledges reach about 2.5 billion tonnes a year in 2030 against 2.9 billion in the most ambitious scenarios, and the gap widens to 5.2 billion tonnes by 2050. Novel methods supply only about 2 million tonnes today.[9][5]
Are carbon removal credits real removals?
Many are not yet. Most novel credits contracted so far are ex ante, meaning the removal is scheduled for the future.[10]
How long must removed carbon stay stored?
Standards differ. The most common threshold is 100 years, the EU's CRCF regulation requires "several centuries" for permanent removal, and the UK ETS uses 200 years.[17]
